12 months criteria is only for watch time and 1000 subscribers have no time frame limit. For example, if you’ll complete the watch time within 4 months with 1000 subscribers then you’ll be eligible to start earning from YouTube.

You can start monetizing your Youtube videos after reaching 4,000 watch hours in the previous 12 months and 1,000 subscribers.

1- 4000 watching hours means how much hours your videos, which you upload on your channel, are watched. Your videos should be watched by viewers for 240,000 minutes (4000 hours) in one year, and 1000 subscribers to enable monetization. This means after fulfilling these conditions you will earn money from YouTube AdSense.

2- The live streaming time also includes watch hours. If you go live, the time people spend watching your live streaming on your channel, that time will be count as watch time.

As YouTube policy from 2020, if your channel doesn’t get 4000 watch hours 1000 subscribers in 365 days, all of the old watch hours will be removed from the monetization page on the 1st of the next year even you got 3999 watch hours already. Indeed, 4000 Watch Hours is not that hard to get because if you want to really be a professional You Tuber, expanding your audiences is the foremost thing to be a professional YouTube partner and earn more revenue from your videos

So, 1 year is not the focus, but reaching the targets in the last 365 days is what matters. If you reach the target in 3 months, you can request to enable monetization. YouTube will check the last 365 days if in the last 365 days you reached the targeted milestones of 4000 watch hours & 1000 subscribers, then you can request for enabling monetization for your videos.
