Objective of the activity
To familiarize the students about the rating issues while recording the disagreements against the rating decisions.

To understand the rating issues and appropriate method for dealing with such issues. To take a decision which method of addressing the disagreements will be appropriate while addressing the issues.
The Premise
Bureaucracy in the developing countries serves as an engine of economic growth and development. There is a growing inability in Pakistan to objectively evaluate the performance of the bureaucratic elites. In Pakistan, the performance evaluation system is obsolete and does not have a performance management system. It only has one performance evaluation report (PER) which was previously termed as the annual confidential report (ACR).
In the current situation, the modern state requires a civil servant whose performance is accurately measured, evaluated and subsequently rewarded (or punished). Furthermore, an appeal process and counseling session must be created to make the system of evaluation more transparent. According to the nature of the issue, most performance problems can be resolved through effective communication between supervisors and their employees. In order to challenge the remarks for removal or demotion in the service tribunal, an appeal can be made by the federal employees.
Point of Discussion:
After reading the above-mentioned case, what could be the possible reason to address the nature of the issue (judgmental and administrative issue). Also, discuss the appropriate method for dealing the mis-conduct or poor performance rating issue with one solid justification of each case.
